Check the username first
A display name is not the same as a username. Use @username or a clean profile URL without extra parameters.
Check active stories
A public profile can exist without active stories right now. In that case, highlights or notifications may be the next step.
Know the hard limits
Private accounts, Close Friends stories, deleted stories and removed profiles are access limits, not viewer bugs.
